AS resources are cut back and the social safety net shrinks, partly due to the Global free trade arrangements and deemed fair competition, professionals like social workers are increasingly placed under impossible loads. Whether in probation, parole, child welfare, financial support services or whatever other agency, the caseloads are increasing and the personnel to serve them are decreasing. For many social services, Brandon and area are a pass-through region served by professionals on a variety of career paths, moving up their systems which are generally centralized in Winnipeg. Most of the social support services are urban based and urban focused, so as people move up the career ladders, they move towards larger centers.
