Basic Aspects of the Issue
A community's facilities can come under considerable pressure from:Disruption of the appropriate matching of community facilities with currently felt-needs can result as:
- the population shifts away from rural areas,
- the rise of dependency rates in small centers,
- infrasturcture depreciation,
- the development of better transportation to larger centers,
- and the pressure to diversify land use into non-farm activities.
- There are fewer people to fund and carry out building maintenance, or alteration of existing facilities;
- conflicting philosophies of land use arise;
- a common sense of direction for districts deteriorates,
- and government cutbacks for local infrastructure wanes.

- "A Survey of Recreation, Health and Facility, Needs in the Neepawa District of Manitoba" -Richard Rounds and Joan Rollheiser
This study looked at the needs and desires of the Neepawa area by community survey. Though the material is area specific, the research model might be a good one for replication elsewhere.
