Affirmative Action Approach to Developing the Local Economy

Affirmative action is a well-established method of bringing about equity in better representation of minorities in certain targeted occupations and educational opportunities. Hiring by quotas, where equally qualified applicants have the automatic first option has corrected many imbalances. Critics say that it slips into hiring for a characteristic rather than for expertise. Though it may happen, that is not the intent of the program. A community might well look to such an initiative in order to bring minority leadership on board so that the whole community benefits from the new human resources who are active in the economy.
