Basic Literacy to Boost the Local Economy

Take the comment of a teacher of English as a second language to hundreds of "Boat People" in the 70's and 80's. She noticed how different it was teaching students who had almost no formal schooling in their first language owing to the circumstances of war, and those who had obtained secondary education. Further, she noticed a huge jump in capacity for those who came to the task with post secondary education and Professional training (Doctors, etc.). Her comment was that people with higher formal education brought so much more to the task than those without it, and somehow approached the task as well as their lives in a quite different way.
