Upgrading the Education Level to Boost the Local Economy

For some people the concept of providing liberal arts education beyond secondary level, for the purpose of local economic development is an oxymoron, unless, of course, such an education was in one of the "practical" disciplines like Business or applied Chemistry.

But perhaps such a view somewhat short sighted:
