The Manitoba government’s Technical Review Committee assists local governments by evaluating proposals for new or expanding livestock operations. The committee also assists the exchange of information between the proponent, local government and rural residents. The committee consists of professional staff from the provincial departments of Agriculture and Food, Conservation and Intergovernmental Affairs.

Reviews are based on local and provincial land use policies and zoning, the Farm Practices Guidelines for Manitoba livestock producers, the Livestock Manure and Mortalities Management Regulation, other provincial regulations and any other appropriate information, such as local well logs, soil survey maps, hydrogeological studies and engineering standards.

Technical reviews are carried out when the chair of the committee receives a written request from a municipal council. The proponent must supply certain critical information, usually with the assistance of a consulting agricultural engineer. The Manitoba government recommends reviews for all livestock operations in excess of 400 Animal Units.

The committee’s final report is provided to the local government agency and the proponent. The report addresses land use issues, siting and location factors, and groundwater and surface water issues, and provides recommendations that may be acted upon at the discretion of the local government agency. The final report is available to the public once the municipal council has had an opportunity to review and discuss the document.
