In Manitoba, siting of livestock operations is generally controlled at the local level through issuance of development permits by the municipality or planning district. The Manitoba government’s Planning Act allows for voluntary land use planning at the local government level, guided by the Provincial Land Use Policies.

The provincial government actively encourages municipal planning. The province also offers the assistance of the Regional Technical Review Committee and the Farm Practices Guidelines to help local councils evaluate the merits of livestock development proposals.

The environmental aspects of livestock production are regulated through the provincial Environment Act, which contains the Livestock Manure and Mortalities Management Regulation. Another provincial statute, the Farm Practices Protection Act, is intended to promote good relationships in rural communities by ensuring farmers can operate in a normal manner, and by bringing about changes to practices that are unacceptably disturbing neighbours. Livestock operations drawing more than 25,000 liters of water per day from surface or groundwater sources are subject to licensing under the Water Rights Act.
