Manitoba’s Water Rights Act requires a licence for developments that withdraw more than 25,000 liters of groundwater or surface water per day. The licensing process includes a hydrogeological assessment of the surface water and groundwater capacity to supply the volume of water required, and the potential impacts on existing uses of these water sources. Licences are issued where the volume of water requested can be withdrawn on a sustainable basis and where negative impacts on other uses are not anticipated. However, most licensed withdrawals are not metered and not audited.
