The care of farm animals is a stewardship responsibility of farmers and the farm animal workers themselves. In Canada, acceptable standards for Farm Animal Production are described in the Codes of Practice.

The Codes are developed by the Canadian Agri-Food Research Council and the Canadian Federation of Humane Societies. A review committee currently develops all Codes of Practice with representatives from farm groups, animal welfare groups, veterinarians, animal scientists, federal and provincial governments, related agricultural sectors and interested individuals. The standards are intended to ensure that animals are cared for in the best possible fashion and any potential distress is prevented before it occurs.

Manitoba’s Animal Care Act, proclaimed in 1998, imposes certain duties on owners and caretakers of animals. The Animal Care Regulations incorporate the Codes of Practice as enforceable standards for farming under the act. The standards are revised in accordance with revisions to the national Codes of Practice. The act and regulations are enforced by the Veterinary Services Branch of Manitoba Agriculture and Food.

The act and regulations also cover the transportation of animals within Manitoba. Standards for transportation are set out in the various livestock Codes of Practice, which are referenced in the schedules attached to the Animal Care Regulations.
