- Construction permits for earthen manure storages are required for swine operations with more than 200,000 pounds of animals (approximately 1,000 feeder hogs). Swine operations with more than 625,000 pounds of animals (approximately 3,000 feeder hogs) require a construction permit regardless of type of manure storage. Permits are also required for solid manure produced by 1.25 million pounds or more of animals (1,000 head cattle feedlot).
- Manure management plans must be filed for all operations permitted since May 31, 1985. The plans are based on crop utilization of nitrogen and crop yields. Temporary over-application of nitrogen is allowed if phosphorus-based planning is used.
- If the land needed for manure application is not owned or rented, a written agreement must accompany the manure management plan in order to receive a construction permit. This written agreement must show the number of acres and the duration of the agreement.
- Operations with over 200,000 pounds but fewer than 625,000 pounds of animals may file an abbreviated manure management plan 60 days prior to applying manure. These plans do not have to include the written agreements.
- Iowa has a corporate farming law that provides restrictions on processors owning production operations.
